In Victoria's lower house elections, you number every candidate on the ballot from 1 (your favourite) to last. If your first choice doesn't get enough votes, your ballot moves to your next choice — this is called a preference transfer. Counting continues round by round, eliminating the lowest candidate each time, until one candidate has more than half the remaining votes.
